Lets say I have 2 identical hammers:

Max Dmg 15^50 Req 13 and Max Dmg 15^50 Req 8

I have 16 in Hammers, does one hammer do more dmg than the other?

No.
They'll only do different amount of damage if you have more than 8 but less than 13 in Hammers.
